Here are some details:

Booster Packs:  Each Dragon Ball CCG: Warriors Return Booster Pack includes the following:  six common cards, two uncommon cards, one Gold-stamped Rare card, and one Holographic Foil card.  Every 1 in 8 packs will contain a super-rare gold holographic foil card.  Moreover, there will be a 1st Edition mark on the cards.

Starter Decks:  Starter decks will contain a 30-card deck based on an exclusive Super Rare Goku card or a Super Rare Freiza card.  They will also include random Super Rare wish cards.  These Super Rare cards and four other cards will be exclusive to the starter decks. 

Bandai has recently published four new card previews: Goku (WA-046), Kamehameha (TE-005), Master Roshi (WA-004), and Lesson by Master Roshi (EV-002).  All four cards are hermit-style themed.  The full preview article can be seen here.
